Laytime reckoning

It is said in Part II 6 of the Asbatankvoy CP template that "However, where delay is caused to Vessel getting into berth after giving notice of readiness for any reason over which Charterer has no control, such delay shall not count as used laytime.". Shall berth being occupied by another ship ahead in the queue be a good excuse to deny laytime counting?

No. The Charterer has to provide a safe and available berth.

If there is another ship, time starts counting.
