Why is Asbatankvoy so outdated?

As far as I know, the latest edition of asbatankvoy is OCT 77.

With its popularity, why is there no updated version coming out?

With reference to part 1 L Tovalop scheme for instance, this is very much outdated as TOVALOP ended in 97.

The asbatankvoy C/P is a framework from which to work. Many of the clauses are ammended according to the needs of the parties involved.

A new version would require consensus, and most people feel confortable working with the existing document and simply making the ammendments they need.
