Part II Clause 6 : "reason over which Charterer has no control"

Good morning,
Clause 6 on part II
"However, where delay is caused to Vessel getting into berth after giving notice of readiness for any reason over which Charterer has no control, such delay shall not count as used laytime"
We need clarification what kind reasons are included on above wording to not count time on Chrtrs account

Normally that refers to major weather disasters or similar.
